Establishing the effective motivation mechanism is important for how to attract, retain and motive key employees with scientific and efficient ways. Facing the new competitive environment, the developing speed is low and the competitive power is not adequate in Harbin Boiler Company Limited. With the development, the enterprise’s competition has become to talent competition. Without the effective motivation mechanism is the most important reason. Therefore, to plan and design effective comprehensive motivation mechanism is becoming an urgent thing for Harbin Boiler Company Limited. Based on the investment of current motivation schemes for the domestic or foreign enterprises, this essay designs two questionnaires to invest the problems existed in the current motivation mechanism in HARBIN BOILER-MAKING PLANT. The one is about the employees’ satisfaction on job and the other is about their hierarchy of needs. After analyzing the concrete problems, considering practical situation of Harbin Boiler Company Limited, applying Maslows hierarchy of needs, Vroom’s Expectancy Theory and so on , to design a new and comprehensive motivation model. This model includes the course and objective of employees’ motivation. Based on the analysis, this paper will establish the motivation mechanism from the salary motivation, enterprise culture motivation and career motivation. The new motivation mechanism can solve the existed problems and provide the basis for selecting and training talent workers to enhance the competitive ability of Harbin Boiler Company Limited. In order to ensure carrying out the motivation mechanism smoothly, the paper provides the indemnifications based on the improving efficiency of motivation.
