For the special climatic and geographical conditions in the cold regions of China, as well as the urgent need of wastewater treatment plant, how to choose the proper sewage treatment process and successfully applied in practice are becoming the important issues to be solved during “the twelfth five” period. This paper starts from selecting the appropriate sewage treatment process for the small town in the cold regions of China, taking the running sewage treatment plants of small town in Harbin City as examples, aquiring the characteristics and operating conditions of sewage treatment process of small towns in Harbin, conducting full-scale technical and economic comparison on common wastewater treatment process combined with professional literature, screening out the best sewage treatment process of small town in the cold regions of China. The research showed that the main source of small town sewage is domestic sewage and mixed partly by industrial wastewater and rain. The running sewage treatment process of small town in Harbin involves A/O process, A/O Biofilm process, CASS process, the improved A2/O process. According to the basic conditions such as administrative, economy, demographic, environment, natural conditions such as geography, climate and various requirement such as treatment scale, quality characteristics, environment function of receiving water, quality standards of treated sewage water, integrating existing wastewater treatment technology and survey results of operations management, this paper considers CASS process, improved A2/O process, the traditional SBR process, biological contact oxidation process possessing large advantage on the aspect of decontamination capability, condition adaptability, resistance limit on low temperature
