The first thing this paper should consider is to change the declining situation. The text introduced the telephone network intellectualization to turn respectively of basic thought, the technical core, proposed the evolution direction for the intellectualized network construction based on a further research about Harbin network Correspondence company’s network, and investigated the influence of intellectualization of the telephone network by soft switch and concentrating user database systemically. Finally the text designed technique projects which use trunk gateway connecting the present PSTN network, finished project of Harbin telephone network intellectualization. Telephone network intellectualization can satisfy the need of the network construction, evolution, the business expand etc., Not only make up the shortage that the present PSTN business provides an ability, but also meet the request that the PSTN evolves chronically toward the NGN, 3G. The telephone network intellectualization will have great significance to the development of Harbin Network Correspondence Company.
