A perfect, efficient and scientific performance assessment system based on its real circumstance has become a guarantee for improving the competitiveness. Performance assessment provides departments of varies elements, including human resources with accurate information, effective working methods and a consolidated competitive edge. Harbin Pacific Commercial Limited Company has its business Scope mainly be involved in retail service. The company is experiencing a stage facing with both opportunities and challenges. With the expand of scale of the company, scope and volume of business, altogether with the internal environmental change such as shopping malls of newly built in CDB, it is a urgent requirement for the company to establish a all-rounded performance assessment system according with its real situation This essay starts with the analysis of the significance of this performance assessment research based on economic development. By analyzing of the current staged progress of home and aboard, as well as the p erformance system adopted by Harbin Pacific Commercial Limited Company, this essay makes seven directions for discuss hence formulates for main researching methods.
