’关于乡镇机构改革唐政府能力建设的研究 摘 要 纵观中国行政改革的历程，机构改革始终是一个亮点。2004年开始的、， 在全国农村进行的乡镇机构改革最为壮观。这次改革涉及到全国34600个 乡镇，到2010年上半年，全国有50％的乡镇被撤并。全国乡镇机构改革完 成主要任务，取得阶段性成果。与改革相伴随的一个基本问题是，乡镇机 构改革后，政府有没有能力实现农业、农村、农民的更快更好发展，顺利 实现全面建设小康社会的目标。简而言之，就是改革后乡镇政府能力建设 问题。这一问题关系到乡镇政府职能转变能否顺利进行、机构改革是否成 功、农村改革能否取得重大进展等一系列重大现实问题。基于以上认识， 本文参阅了政府能力已有的研究成果，紧紧结合这几年乡镇机构改革的实 际，利用有关行政学、管理学、社会学、政策学、经济学等相关知识，运 用比较研究的方法，通过对东西部地区乡镇机构改革后政府能力建设存在 的差异，从理论上对乡镇政府能力的含义、内容、结构、特点进行了研究， 并进一步分析了乡镇机构改革后政府能力建设存在的问题，形成的原因， 在此基础上，提出了加强乡镇政府能力建设的具体措施。 关键词：乡镇，机构改革，能力，建设 一卜 THE THE STUDY OF GOVERNMENT CAPAB I L I IY CONSTRUCT I ON AFTER THE REFORM OF TOWNSH I P ORGAN I ZAT I ON ABSTRACT KeVlewlng the course of executive reform in China the organization reform has been a focus all the way．The reform of township organization started in 2004 all over the country iS the most splendid．The refo瑚involves 34．600 toWnships and half of the．m have been cancelled or combined till the first half of the year 2010·One of the basic problems following the refom is whether the government has the capability to develop agriculture and countryside at a faster speed，to zmprove farmers’l ife sooner， and to real i ze the aim of the construction of well—off society in all aspects． In a word， it is the髓tter of the capabi l ity construction of the township government after the reform． It 1S related to a series of significant practical such as matters， whether the functlon of township government can be ．transferred smoothly， whether the organization reform is successful，whether the countryside reform can make great progress and SO on·Based on the knowledge above the paper refers to the findings of government capability，combines the practice of township organization reform 1n recent years and the kn。wledge。f administratio．n．,manage．ment，s。ciol。gY，． policy， economics etc， studies the implication，‘+content， struc；ure and —II— characteristic characteristic of the township government capability in theory．The paper． analyzes the problems in the government capabil
