摘 摘 要 面对近年来经济金融形势，我国政府采用以增发国债为主的积 极财政政策进行反周期调节。经过三年的实践证明，此举措得力、 有效地扭转了我国经济被动的局面，使国民经济仍保持较高的增长 态势。这与国债的积极作用是分不开的。 本文主要采用实证分析与规范分析的方法系统地分析了国债 的资源配置效应、收入分配效应、总需求效应和货币效应。 文中指出，政府举借国债取得资金后再把它进行支出时，可以 达到优化资源配置和调整经济结构；调节收入分配；扩大社会总需 求。它们分别构成国债的资源配置效应，收入分配效应和总需求效 应。 本文还就不同国债交易主体在国债运行过程三个阶段进行交 易时，对货币供给的扩张和收缩作了系统分析，全面地分析了国债 的货币效应。 关键词：国债 经济效应 ABSTRACTOver ABSTRACT Over past several years，facing economic and finance situation， Chinese government has adopted pro—active fiscal policy which take additional treasury bond as the central roles．And has further implemented contra-cyclical regulation policy．For three years later,the fact has proved that the measure is powerful．It has effective changed the passive situation of Chinese national economic，and national economy maintain high-speed growth．This all relate to the active function oftreasury bond． The paper mainly adopt the method of the combination of positive analysis with normative analysis．It comprehensive analyze the effects of treasury bond．Allocation effects of resource income distribution effects，aggregate demand effects and monetary effects． The paper indicate that government raise the fund by treasury bond issuance，and then govemment spend it，All tllat Can reach the target of optimizing the resources allocation and readjusting econmic structure． At the same time，it regulate income distribution and time，。it regulate income distribution and expand sociat aggregate demand．These can named as treasury bond’s effects：allocation effects ofresources，income distribution effects，aggregate demand effects． The paper also anaylze the different treasury bond market participants which trade in the three stages of treasury bond operation． It will take effect on money supply which will be expansion or contraction，Furthermore，it comprehensive analyze monetary effects of treasury bond． Key words：treasury bond economic effects 第一章导论第一节概念的界定 第一章导论 第一节概念的界定 1979年以前，我国既无内债，又无外债。然而时过境迁，跨入 20世纪80年代，我国经济体制发生了翻天覆地的变化，市场机制 日渐在资源配置过程中起基础作用，财政政策成为经
