AbstractAt Abstract At this stage，Cllina’s agricultural development is entering a new period from traditional a鲥culture to modern agriculture，the rural labor force is also in the new period， which is from the traditional farmers to two，three industry transition，agricultural planting， breeding and other traditional income stmcture is declining year by year，which shows that the rural collective land transfer system refcIITII has been possessed． Handan in Hebei Province is a鲥cultural big eity,one of the re百ons with better and land circulation work．Although the Handan City,rural land circulation has the certain development，but because before has been the lack of corresponding legal basis，but also the lack of reference model．Finishing the study in the previously fragmented theoretical research，imputation basis，carries on the analysis to the rural land circulation status in Handan City,find out the problems existing in Handan City,rural land development process and analysis of the causes of proposed policy recommendations to improve the rural land transfer in Handan city．Main research results are as follows：： Handan city land circulation status：(1)farmers’small scale circulation is the mainstream，46．9％of transferred into the area in the following 1 0 mu，in the investigation of the land transferred households，transferred out of the 66％of the transferor in the area of 5 acres．From out of the way,76％of the outflow of peasants’land is through the small scale land transfer among farmers．(2)the rebate form is relatively simple，mainly cash rebate and food discount rebate．(3)land management scale is too small，in into the door in， 56．3％of into the door in the 500-1000 yuan，in roll out households，1 6％of the households in 500 yuan of the following．(4)the land circulation in most More passive， 32％out ofthe transfer because ofthe lack oflabor,16％is rural planning． Handan city land transfer problems：(1)the lack ofland transfer,some farmers do not understand the policy,some misunderstan
