It is important both for the development of one person 、for a country and for the world. From Yao, shun and Yu, known as the legendary sage kings in ancient China, to the Confucius who is the representative of the great thinkers of the past, credibility have been always considered as the basis of being a person. Nowerdays, with the gradually perfect of our Socialist Market Economy System ,we have always been considering credibility as the basis of our society. The Government Credibility behaviors set up agood example to the social credibility, so its success and failure decide the development level of the other organizations and the direction of the credibility for the whole society. At 2006 NPC and CPPCC, Hu Jintao, general secretary put forward to socialist concept of hounor of “Eight glories , Eight Disgraces”, which advocate cadres and masses to be honor to those who are honest and trustworthy, and shame on those who forsake good for the sake of gold, should be ehtics of our society and our common sense of honor and shame, and they can even be the moral outlooks of the modern world .If the government obeys and initiates credibility, it will bring about good demonstration effects; on the contray, if the government lacks credibility, it will bring about bad effects, and cause the whole society to fall into worse cycle, and become the catalyst of worsening the credibility of the society. As the exercise of public power, the government is in a strong position compared to other organizations and the public. Such inequalities in social status, information and other problems make it hard to credibility relationships between the two sides of the credibility of the government and the whole community, social organizations or individuals.
