华 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract The scientific development concept, as a reflective and innovative theory achievement about the development issues, transforms the development model, which undoubtedly has great guiding sense to solve many current economic and social concerns of our country. However, the scientific development concept is the highly enriched theory system, whose theory instruction is macroscopic. How to apply its theorys spiritual essence to current issues arising in economy and society of our country, to realize the theory innovation, institutional innovation and policy design in the intermediate and even the microscopic perspective, which is considering focus and starting point of this article. Firstly, this article has made an overall analysis to our country’s economic and social issues since reform and opening-up; the thesis has mainly included three aspects: economic structure transformation, population as well as wealth assignment and public product supplies. This article thinks that these three social and economic concerns are the development difficult problems encountered by us at present; solving this series of problems is an important system engineering, and the solution has the intrinsic relatedness, but not in isolated condition. After the elaborative analysis of the inner link between these three issues, this article innovatively proposed that we must practice “the overall plan” spirit of the scientific development concept to make all-around consideration of these three major problems, instead of “one-track mind”, to eradicate a series of development difficult issues effectively. Finally, this article believes that to solve the current economic and social issues, we must adopt the coordination action, but cannot resort to “one-track mind” solution way. For instance, this article distinctively oppose to the appeal of opening population policy carried out by many scholars, proposing explicitly that we cannot let loose our countrys
