STUDY STUDY ON THE DEVELOPMENT OF OCCUPAT 1 0NAL PENS l 0N SYSTEM FROM CLEAN GOVERNMENT PERSPECT l VE I N CH l NA ABSTRACT For a long time，two different Pension System coexist in our country which exist in govemment organizations and institutions．But with the development of economic and social progress，acceleration of aging population trend,the increasing demand for insurance，the gap of pension level under the two systems is further widened．The pension system of government organizations and institutions which is full burdened by government triggers a”faimess” argument．It is imperative to reform the pension system in government organizations and institutions． In recent years，China strengthens the investigation and punishment of corruption，it adhere to the anti—corruption system with Chinese characteristics．This article describes the cultivation of clean government theory,the theories of pension system development which relating to Economics，Management science and Sociology．It introduces the pilot situation and the importance of occupational pension，discussing the current situation of a clean government，as well as its meaning and the relationship between occupational pension system． In addition，the article also analyzes the Occupational Pension system of foreign public officials，obtaining worthy experience．It estimates the substitution rate of Occupational Pension in organizations and institutions by empirical data，showing that Occupational Pension can improve substitution rate．Combining the cost—benefit analysis and game model to analysis the clean of public officials．Finally,from the perspective of building a clean govemment，It puts forward a series of countermeasures from three aspects to promoting the development of Occupational Pension System．One is the construction of Occupational Pension operation mechanism；the second is the construction of Occupational Pension supposing measures；the last is education of main objects． KEY WORDS：government organizations and ins
