日期： 年 月 日 日期： 年 月 日 华中科技大学博士学位论文 华 中 科 技 大 学 博 士 学 位 论 文 I I 摘 要 “十八大”要求我国走“新型城镇化”之路，不能再“继续摸着石头过河”式 开展城市建设，要有科学合理的中国城市建设模式。在深化我国政治经济体制改革 的“微”转变机遇下，如何开展城市建设工作，促进城市快速发展与城市转型是本 文的研究主题，同时构成了本文研究的逻辑主线。开展城市建设工作的核心在于理 解城市建设与城市发展及其背景的关系，城市建设行为的内在逻辑，以及运作保障 体系等外在因素，由此本文研究分为五个部分： 一、通过论述城市建设与城市发展、城市建设管理、城市规划之间的关系和矛 盾，划定城市建设的研究范围与边界，提出本文研究意义与思路；二、认清城市建 设发展的背景、困境与趋势，以及城市发展的阶段性特征，作为合理开展城市建设 行为的基础；三、通过城市建设现实路径、困境及其产生原因的分析，本文认为城 市建设工作存在自身的内在逻辑和组织关系。本文构建了城市建设系统，指出政府、 企业与居民在产业设施和城市配套设施建设时所起到的作用；四、政府与城市规划 是城市建设系统运作的保障。本文通过分析政府和城市规划在城市建设中的困境和 原因，提出了相应的应对措施，即政府应该逐渐转变为“小政府、大社会”的服务 型角色。同时，本文提出了城市发展规划论，强调城市规划在城市建设系统运作中 的“公共服务”角色与“公共政策”作用。改进城市总体规划，近期建设规划与控 制性详细规划的编制方法，服务于城市建设系统运作中的各个环节，即协调城市建 设的各类规划，引导控制政府、企业与居民的城市建设行为；五、以前面论述为基 础，本文具体论述了城市建设系统运作的内容：强调城市建设中的政府、企业和居 民应该各司其职，突出“制度”对于市场化城市建设运作的重要性。市场经济实质 为法制经济，政府主要负责优化配置城市资源和制定宏观调控手段，企业负责产业 设施与城市配套设施建设，居民则应通过政策法规维护自我权益。 最后，本文以武汉东湖国家自主示范区为研究案例，对本文提出的城市建设系 统运作内容和城市规划编制改进方法进行检验。 II II 关键词：城市建设系统、系统运作、城市规划、城市投融资 PAGE III PAGE III Abstract The eighteenth National Congress of the Communist Party of China has asked that China should take the "new urbanization" road, we shouldn’t keep developing the urban construction like “crossing the river by feeling the stones” ,we should have a scientific and rational mode of China's urban construction. In the opportunity of the "micro" transition of political and economic reform in China, how to carry out urban construction and explain the urban development and urban transformation is the research topic of this article, and at the same time, it is also the logic thread of this article.Essentially, the key of carrying out the urban construction work is understanding the relationship between urban construction and urban development and its background, understanding the internal logic of the urban construction behavior, and understanding the safeguard mechanism of it’s process and other external factors.
