新旧《建筑工程建筑面积计算规范》的对比分析 杨本廷 (重庆市勘测院，重庆 400020) 摘要：中国住房和城乡建设部于2013年12月19日颁布了修订后的《建筑工程建筑面积计算规范》（GB/T50353-2013），该规范对建筑面积的计算范围和计算方法进行了修改。为了保证前后执行标准的一致性，竣工核实将采用与项目审批相同的标准，这就会使新旧《建筑工程建筑面积计算规范》在一段时间内同时存在实施。本文对新旧《建筑工程建筑面积计算规范》以及与《房产测量规范》进行了对比分析，以便于技术人员和管理人员在实际工作中正确应用新旧规范。 关键词：建筑面积；房产面积；计算规范；对比分析；共性；差异； Comparison and analysis of the old and the new standard measurement for construction area of building Yang BenTing (Chongqing Survey Institute, ChongQing 400020, China) Abstract：Ministry of Housing and Urban-Rural Development of the Peoples Republic of China issued for Standard measurement for construction area of building revised on December 19, 2013 (GB/T50353-2013), the standard calculation range and calculation method of construction area method were modified. In order to ensure the consistency and the implementation of standards, the project examination and approval by what standard, project completion and verify also adopts the same standard, this will make the old and the new Standard measurement for construction area of building also exist in quite a long period of time. In this paper, the old and the new Standard measurement for construction area of building and Standard for estate surveying are compared and analyzed, in order to facilitate the technology and management personnel in the practical work to the correct application of old and new standards. Key words: construction area; estate area; calculation code; Comparison analysis; Generality; Differences 1 前 言 中国住房和城乡建设部颁布并从2014年7月1日开始实施《建筑工程建筑面积计算规范》（GB/T50353-2013）（简称新规范）。新规范是在总结《建筑工程建筑面积计算规范》（GB/T50353-2005）（简称旧规范）的基础上进行修订的。由于建筑工程项目竣工核实与审批执行相同标准，因此，在相当长的一段时间内，新旧规范将同时存在实施。作者在此对新旧规范以及新规范与《房产测量规范》进行了对比分析，以便于技术人员和管理人员正确运用新旧规范。 2 新规范修订内容 2.1 修订的原则 新规范《建筑工程建筑面积计算规范》（GB/T50353-2013）是在总结旧规范的基础上，为了解决建筑技术发展产生的面积计算问题，对建筑面积的计算范围和计算方法进行了修改统一和完善。进一步明确了新规范的适用范围，适用于新建、扩建、改建的工业与民用建筑工程建设从项目建议书、可行性研究报告至竣工验收、交付使用的全过程的建筑面积计算，因此规划审批的指标核算、施工的工程量计算、竣工的建筑面积测算均适用于该规范。 2.2 条文的变化 新规范在总则、术语、计算建筑面积的规定的条文数量方面均有明显的变化，见表1。 新旧规范条文数量的对比
