摘要 摘要 摘要 中华人民共和国九届人民代表大会第二次全体会议以宪法修正案的方式将 实行依法治国，建设主义法治国家的治国方略写入我国宪法。依法泊阔，建 设社会主义法治国家，是党中央确立的跨世纪泊国方略。那么，依法行政是实施 这一方略的核心。本文从依法行政的概念入手，结合《全面推进依法行政实施纲 要》论述了依法行政的要求，提出了依法行政的意义和必要性。我国在法治创建 中取得了巨大的成绩，在取得丰厚成果的同时，也存在着一些问题制约着我国依 法行政的发展，本文分析了近年来我国在依法行政实践中出现的许多问题，如行 政法律体系尚存在不完善甚至空白、行政监督体系不完善、行政机构设置及职能 划分仍有欠缺、实践中仍大量存在重实体、轻程序等问题，最后就这些问题提出 了解执对策，因此，我国要完善行政法律法规体系，加强行政监督，建立健全行 政程序制度簿，进一步推进依法行政的步伐。 关键词z 依法行政 主要问题 行政程序 解决对策 A日S丁RACT The ninth Nationa1 Peoples Congress of the Pωples R叩ublic of China on the second plenary session of the amendment wi11 practice law，build a socialist ωuntry under the rule o:r governing strategy into our constitution.
