Since its implementation in 2003, the traditional rural cooperative medical community insurance system has been transformed into the state’s social insurance and welfare system, which has a great significance of safeguarding farmers’ health, maintaining the social harmony and stability, and boosting the economic development. However, the new rural cooperative medical system in the process of development is facing many contradictions, such as, the sharp rise in medical costs and the limited total funds, the traditional management mode and the direct settlement after large number of farmers seeing a doctor, the total amount and the gap of the settlement funds, the wild disparity of health insurance between urban and rural areas and the urgency of the demand for health for farmers, etc. All these contradictions cause the problems , for example ,expensive medical treatment, inconvenient settlement, disorder , fear, etc.These problems cannot be solved by simply improving the new type of rural cooperative medical system but by combining the reality to have a further study in the medical reform.
