PAGE 1 高新技术产业发展战略研究 摘要 我国如何发展高新技术产业是理论界与生产领域共同关注的重大问题。高新技术产业是国民经济的战略性先导产业，是推动全球经济发展的主要动力，也成为国内外经济竞争的制高点。为求得在激烈的竞争中占据有利地位，一些发达国家和沿海省市投入了大量的人力、物力和财力，竟相发展高新技术产业。 当前，湖北省高新技术产业已经具备了较好的产业基础和快速发展的条件，大力发展高新技术产业已成为湖北省调整产业结构，转变增长方式的重大举措。因此，如何借鉴 先进经验，采取理论和实践相结合的方法探讨湖北省高新技术产业发展战略，具有 重要的现实意义和积极作用。 本文首先在界定高新技术产业内涵、分析高新技术产业特征和总结高新技术产业战略的基础上，结合全面分析和评价湖北省高新技术产业发展现状与实际，从进口替代战略和出口替代战略两方面论述高新技术产业发展的方向。进而论述加工贸易促进了我国高新技术产品的出口增长。论述了我国高新技术加工贸易处于“微笑曲线”的弧底。指出高新技术加工贸易应和进出口替代略相结合，加快进口替代型向出口替代型产品的转化。最后，分析发展高新技术产业应注意的几个问题：比较优势和竞争优势的选择问题，产业链条延伸问题，核心技术与品牌竞争力问题，从而更好的阐述。 关键词：高新技术； 竞争优势； 发展 Abstract A how to develop high-tech industries in China are theorists and production of major issues of common concern.
