(2006/7)81～93 ‧81 以資訊化巡查點檢系統應用 於石化廠工安管理 Application of computerized patrol management system of examining for the petrochemical plant 黃文聰 許寶月 Wen-Tsung Hwang*, Pao-Yueh Hsu 高苑科技大學資訊管理系 Department of Information Management, Kao Yuan University 摘 要 工業安全與現場巡邏的關係是密不可分的，無論在製造業、化工廠或是石化 業對於工安事件的預防相當謹慎，因此現場巡邏及設備巡檢將是不可或缺的例行 性作業。本研究主要目的是導入資訊技術改善傳統的巡檢作業流程，將巡檢作業 資訊電子化。系統建置初期必須與現場管理人員進行需求分析，並將傳統巡檢作 業資訊化，建立一套資訊化巡檢作業流程。本研究對於巡檢作業將以體積輕巧且 攜帶方便的個人數位助理（Personal Digital Assistant, PDA ）作為前端巡檢設備，在 巡檢路線上裝設無線電波識別器(Radio Frequency Identification, RFID)來取代目前 採用簽名記錄的方式，巡檢人員手持 PDA 以非接觸式感應 RFID Tag 自動記錄 時間，並顯示現場巡檢設備及相關記錄項目，採用自動化作業方式降低操作人員 工作負擔，並可自動記錄到達時間及地點，提高管理人員對於現場作業之掌控度。 系統操作介面採用 WEB 網頁介面作為資料報表展示介面，並整合網路資料庫作 為後端資料儲存平台，透過網路平台建立使用者操作介面及資料交換機制，使系 統架構變得更精簡，降低系統維護成本，降低資訊化導入對使用者所造成的衝擊 與不確定性。 關鍵字：工業安全、個人數位助理、無線電波識別器。 82 Abstract Industrial safety and on-site patrolling are closely related. No matter for the manufacturing industry, chemical works or petrochemical industry, it’s essential to be cautious with the prevention of industrial safety. Hence, on-site patrolling and facilities examining are indispensable routines. The main objective of this research is to computerize the patrolling operation by introducing the information technology for improving the traditional examining procedure. During the initial stage in constructing the system, it’s necessary to analyze the requirements of the on-site supervisor, and computerize the traditional patrolling operation so as to develop a computerized patrol management
