A survey on BS 5750 among manufacturing companies in Scotland reported that about 26 per cent of manufacturing companies saw BS 5750 as an end to itself and that less than half (46 per cent) regularly analysed their quality cost. It concluded thatcommunication about BS 5750 to industry was still lacking and found that the issues of paramount concern were: first, the increased administrative burdens, and second, the requirement for external auditing. Whittington indicated that “the view from BSI that BS 5750 would save money via the implementation of a quality system, does not seem to be fully accepted among the companies in the sample”. His survey indicated further that top management which was not involved with the quality department or its initiatives in quality assurance tended not to give due respect to the quality system. Quality in construction is directly related to time and cost, and vice-versa. A poor quality managed project can result in extra cost and time extensions, a poor time and cost controlled project can affect the conformance of requirements, i.e. quality.
