Vector Healthsystems Proposal for Professional Services June 30, 1995 Our Information Systems Philosophy All too often, organizations focus on information systems alone, without addressing the other elements of an organization. As noted above, we believe that information systems are a key enabler to achieving Vectors mission, however, they must integrated with your strategy, people, and processes to achieve maximum benefit. Strategy is the driving force of our information systems philosophy and addresses how Vector plans to continue to meet customer needs and compete in todays dynamic healthcare environment. Each of these strategies will need to be supported by your people, processes and information systems if it is to be achieved. People are a vital component of any information systems initiative. Executive managers provide strategic direction, leadership and resources. Middle managers define information requirements and contribute their functional expertise. Front-line staff provide the horsepower to gather and process information. Processes will be changed dramatically by any new information system. Many tasks change or are eliminated due to automation and new tasks become possible. The change and empowerment for a new information system impacts job descriptions, policies and procedures. Information Systems include software, hardware, networking and telecommunications. All of these technical elements must be aligned with Vectors strategy, people and processes in order to provide the desired impact of increased access and timeliness of information. Overall System Development Approach Our overall system development approach is illustrated above and consists of four phases: Phase I consists of information systems planning and application conceptual design.
