摘 要 在风险社会中，现代突发事件越发具有流动性、跨界性、不确定性与复杂性。 综合化应急管理体系是世界上很多国家在应对突发事件日益复合化形势下的选 择，中国应急管理体制先后经历了部门管理为主、非常设机构为辅的应急管理体 制无序期、议事协调机构和临时机构牵头协调的应急管理体制萌芽期、政府综合 管理的应急管理体制发展期以及核心部门牵头、各方协调配合的应急管理体制成 熟期的历史演变，这种体制变迁与整体性治理的取向不谋而合。新组建的应急管 理部是我国应急管理体制改革里程碑式的发展，从宏观层面、中观层面和微观层 面明确了新时期应急管理部门的职能定位。尽管如此，当前应急管理部门在权责 理念、组织结构、运行流程及资源配置上 “碎片化”问题依旧突出，如何在现有 应急管理体制的框架内对其进一步完善是值得我们深入研究的现实问题。为此， 要充分借鉴国外较为成熟的应急管理经验，在此基础上从组织体系、运行机制、 人才培养、资源保障等方面进行优化。 关键词：整体性治理；应急管理体制改革；碎片化 I Abstract In a risk society, modern emergencies are increasingly fluid, transboundary, uncertain and complex.An integrated emergency management system isthe choice of many countries in the world in responding to the increasingly complex situation of emergencies.Chinas emergency management system has experienced an out-of-order period of emergency management systems with departmental management as the mainstay and supplemented by non-established agencies.
