Saaty. It is an extension of his Analytic Hierarchy Process (AHP) for decision making which involves breaking down a problem into its decision elements, arrang- ing them in a hierarchical structure, making judgments on the relative importance of pairs of elements and synthesizing the results. With the AHP the process is top-down. With the ANP it is recognized that there is feedback between the elements in different levels of the hierarchy and also between elements in the same level, so the decision elements are organized into networks of clusters and nodes.
