PAGE PAGE III 题目：胜利花苑续建工程住宅楼投标文件编制 摘 要 毕业设计是根据东营市胜利花苑续建工程住宅楼项目的招标须知、合同条件、技术规范、图纸及其他有关文件而编制的投标书。 设计共包括商务标、技术标和结论三部分。商务标包括编制的依据、范围、工程量计算过程、工程造价的确定等内容，工程量计算规则按照《山东省建筑工程消耗量定额(2016)》中的计算规则计算，工程造价则是应用定额套价，采用以人工费为计算基础的计价程序。技术标则包括工程概况、施工组织及部署、施工前的准备、施工平面布置、各项管理措施、设计方案的优化及降低成本措施。技术标是从人、材、机方面来进行施工布置，从技术、施工、物质等方面采取措施来确保工程进度、工程质量与施工安全，并在此技术上降低成本。 关键词：标书；商务标；技术标；施工方案  Abstract Graduation design is a tender prepared according to the bidding instructions, contract conditions, technical specifications, drawings and other relevant documents of the residential building project of Shengli Huayuan renewal project in Dongying City. The design includes: commercial proposal, technical proposal and conclusion. The commercial bid includes the preparation basis, scope, calculation process and description of quantities, determination of project cost, etc. the calculation rules of quantities are calculated according to the calculation rules in consumption quota of Shandong Construction Engineering (2016). The project cost is the pricing procedure based on the calculation of labor cost using the quota set price. Technical proposal includes project overview, construction organization and deployment, preparation before construction, construction layout, management measures, optimization of design scheme and cost reduction measures. The technical proposal is to arrange the construction from the aspects of human, material and machine, and take measures from the aspects of technology, construction and material to ensure the project progress, project quality and construction safety, and reduce the cost technically.
