Summary Health care is one of the central topics in the development of human beings and closely related to the condition of human lives. Our paper aims to construct a set of scientific indicators and build an accurate model to measure the at nments and performance of health care systems, and also gives some constructive suggestions about how to improve a system. We first choose five metrics to assess the at nments of countries based on the three intrinsic goals of a heal are system defined by World Health Organization, which assures that the metrics we choose can not only cover all the dimensions of a health system but also oid overlapping each other. Attributed to the constrained number of raw data, we modify and refine metrics after careful analysis and finally select four metrics overall level of health, distribution of health, distribution of responsiveness and fairness of financing. In order to better evaluate the total quality of a system rather than assess the system in five regions respectively, we combine all the metrics into one composite determinant by applying the Analytic Hierarchy Process (AHP). To evaluate the relative effectiveness of the heal are system, in other words to measure the performance of the system, we adopt the Data Envelopment Analysis (DEA) and gain the at nments and performance indices of 150 countries. According to these results, we take USA, Japan, and South Africa as examples to
