1. Overview
1.1 Project Background
The project proposes to build a new road connecting Manila North Road (Jct Bangag-Parddun Section) and Cagayan Valley Road (Camalaniugan) in Cagayan Province. The proposed project is a trunk highway and will be one of the main highways in the northern highway network of the Philippines. It will realize the connection between both banks of Cagayan River, further promote the economic, cultural and social exchanges between two banks, increase channels for local business and trades, and bring a better life to the citizens.

1.3 Basic Principles for Design
As the project plays an important role in the local highway network and has a very long-term strategic significance, its design shall meet the following principles:
1) The road cross-section shall be arranged properly to fulfill both traffic and landscape requirements.
2) Proper interface shall be considered between the design section with other sections and adjacent interchange roads.
3) The form of intersection shall be selected reasonably according to the geologic conditions at the site and the urban road planning design, under the premise of meeting the traffic demand.
4) Local equipment and material conditions shall be fully considered and the optimal construction method shall be selected.
5) It shall be ensured that the bridge structure will not collapse under the impact of strong earthquakes.
6) The whole line shall be subject to unified technical standards, and take into account the comprehensive economic benefits.
