高校后勤社会化改革研究——以日照两种模式为例的中期报告 摘要： 高校的后勤服务是保证学校正常运转和教育教学质量的重要保障。然而，由于传统模式下的后勤服务存在的固有问题，近年来不断有高校开始尝试后勤社会化改革。本文以山东省日照市两种不同的高校后勤社会化改革模式——日照市职业技术学校和日照学院为例，对其进行了深入的分析和比较。通过实地调研和问卷调查，本文发现，在后勤社会化改革中，关键要素有：政府和高校的政策引导支持、市场竞争和运作机制完善、以员工为中心的管理思想和服务质量持续提升。两种模式都取得了明显的效果，但也存在一些亟待解决的问题，如职工福利保障、管理能力提升和服务品质提升等。最后，本文提出了相关建议，以期对推进高校后勤社会化改革的实践具有一定的参考意义。 关键词：高校后勤服务；社会化改革；政府政策引导；市场竞争；员工管理思想；服务质量 Abstract： The logistics service of universities is an important guarantee to ensure the normal operation and the quality of education. However, due to the inherent problems in the traditional model of logistics services, more and more universities have begun to try the socialization reform of logistics services. Taking two different modes of socialization reform of logistics services in Rizhao, Shandong Province as examples, i.e., Rizhao Vocational and Technical College and Rizhao University, this paper analyzes and compares them in depth. Through field research and questionnaire survey, this paper finds that the key elements in the socialization reform of logistics services include: government and university policy guidance and support, market competition and operation mechanism improvement, employee-centered management ideas, and continuous improvement of service quality. Both modes have achieved significant results, but there are still some urgent problems to be solved, such as employee welfare protection, management ability improvement, and service quality improvement. Finally, this paper proposes relevant suggestions, which have some reference value for the practical promotion of the socialization reform of logistics services in universities.
