timewhentheglobalshipbuildingindustry,currentlydominatedbyAsiancountries,isgrowingquickly,thatfactrepresentsanopportunityfor
MiddleEastcountries,inparticularthoseoftheGulfCooperationCouncil(GCC),1todeveloptheirownshipbuildingcapabilities.IncreasedmaritimecapabilitieswouldenableGCCcountriestomeetdemandacrossmultiplesegments:commercialshipping;defense;andhigh-value,specialized
areassuchasleisurevessels.
WeestimatethattheshipbuildingopportunityforGCCcountriescouldamounttoaboutUS$40billionoverthenextdecade,thankstofourfactors.
First,GCCcountriesareevermoreimportantinglobalcommerce.In2023,thesecountrieswereresponsiblefor3.4percentofglobaltotaltradeingoods.2Muchofthisactivitystemsfromenergyexports,includinghydrocarbonsandalternativefuels.
Second,GCCcountriesarestrategicallylocatedalongcriticalmaritimecorridorsinwhichvesseltrafficissettoincrease.
Third,GCCcountriesaresignificantdefensespenders.SaudiArabia,forinstance,wastheseventh-largestdefensespenderintheworldin2024.3SaudiVision2030aimstolocalize50percentofmilitaryspending.4
Fourth,thetourismandleisuresegmentsaregrowing,andGCCcountriesareemergingasluxurydestinations.
Developingtheshipbuildingindustrycouldcreatenewopportunitiesforgrowth,innovation,
andemployment—including50,000to70,000directandindirectjobsintheregion.Activationofthissector,however,requirescleardirectionandvisionfromgovernments.Theactivationofchangeincludesdemandsecurity,infrastructuredevelopment,financialincentives,andsupplychainlocalization.Alongsidethesedriversareenablersthatcombinetoassisttheshipbuildingecosystem,suchas
