borders,itisimperativetoreassessandfortifyitsdefensecapabilities.RecentdevelopmentshaveexposedcriticalvulnerabilitiesinEuropeandefenseforcesandindustry(e.g.,cyberthreats;capacityconstraintsinammunitionproduction;deliveringcutting-edgeweaponssystemsintherightquantity,time,andquality;massproduction).Theseareaccentuatedbyasignificantdependenceonshiftingglobalalliances.

Asthedecade-longpeacedividendisnowfullyconsumed,theEuropeansneedtomovefasttocovertheirincreaseddemandforadvanceddefenseequipmentintherightquantityand

quality.InGermany,thecurrentMinisterofDefense,BorisPistorius,publiclyemphasizedthisurgencywiththewordsthatGermanymustbe“combat-ready”by2029.1ThisnecessitatesnotonlyanacceleratedtransformationoftheGerman–andbyextensiontheEuropean–defenseindustry,butalsostrongpoliticalwillandunityinordertoimplementreformsof
