Thisisatimelyaddre.WhateverelsepeopledisagreeuponinEuropetoday,theyatleastagreeononepoint:Europeisinthemidstofaprofounddebateaboutitsfuture.Iwanttotalktoyouplainlytodayaboutthisdebate,thereasoforitandhowtoresolveit.Ineverycrisisthereisanoortunity.ThereisonehereforEuropenow,ifwehavethecouragetotakeit. ThedebateoverEuropeshouldnotbeconductedbytradingiultsorintermsofpersonality.Itshouldbeanopenandfrankexchangeofideas.AndrightattheoutsetIwanttodescribeclearlyhowIdefinethedebateandthedisagreementunderlyingit. TheiueisnotbetweenafreemarketEuropeandasocialEurope,betweenthosewhowanttoretreattoacommonmarketandthosewhobelieveinEuropeasapoliticalproject. Thisisnotjustamisrepresentation.ItistointimidatethosewhowantchangeinEuropebyrepresentingthedesireforchangeasbetrayaloftheEuropeanideal,totrytoshutoffseriousdebateaboutEuropesfuturebyclaimingthattheveryiistenceondebateistoembracetheanti-Europe. ItisamindsetIhavefoughtagaitallmypoliticallife.Idealssurvivethroughchange.Theydiethroughinertiainthefaceofchallenge. Iamapaionatepro-European.Ialwayshavebeen.Myfirstvotewasin1975intheBritishreferendumonmembershipandIvotedyes.In1983,whenIwasthelastcandidateintheUKtobeselectedshortlybeforethatelectionandwhenmypartyhadapolicyofwithdrawingfromEurope,ItoldtheselectionconferencethatIdisagreedwiththepolicy.SomethoughtIhadlosttheselection.SomeperhawishIhad.Ithenhelpedchangeourpolicyinthe1980sandwasproudofthatchange.
