摘 要 资源型城市在中国工业化和城市化进程中占据了突出地位，资源型城市的 持续发展对国民经济和社会稳定发展有着重大作用。实践表明，资源型城市发 展受到资源基础、开发模式、管理体制和市场流通等因素制约，特别是受到自 然资源的衰减、枯竭等因素的影响，造成资源开采减少，甚至被迫停止，这往 往给完全依靠自然资源的开采拉动地方经济增长的城市实现持续发展带来重大 影响，甚至产生毁灭性打击，致使这些地区经济发展面临着巨大的威胁与挑战。 我国的资源型城市大约200个左右，在国家整个城市群中占有相当大的比 重。这些城市大部分都是在计划经济时代建立和发展起来的。目前，这些城市 大多已步入经济衰退或经济增长相对停滞的时期，行将进行进与退的考验。从 发展趋势上，资源型城市在未来发展中衰退迹象将更加明显，面临的矛盾和问 题将更加突出。因此，研究解决资源型城市产业转型、经济振兴和实现持续发 展十分迫切。 本论文主要站在居安思危、未雨绸缪的战略高度，通过对盘锦市地区经济 的分析，进一步深化对盘锦这个典型的资源型城市生命周期的认识，探讨盘锦 市实现资源型城市经济转型的必要性和可行性。在此基础上，提出盘锦市发展 接续产业的战略目标、战略重点和保障措施，并以期作为资源型城市在探讨未 来经济发展上的决策参考. 关键词:资源型城市;资源枯竭:产业转型;持续发展 Abstract Aresourcefulcityoccupiesanoutstandingpositionintheindustrializationand urbanizationonChinaanditssustainabledevelopmentplaysanimportantroleinthe nationaleconomyandsocialsteady.Practically,thedevelopmentoftheresourceful cityisrestrictedbysomefactors,suchasresourcesbase,openingmodel, managementsystemandsoon,esp,itsinfluencedbynaturalresourcesreduction andexhaustion.Asaresult,theresourcesexploitationisbeinggetlessandlessand evenforcedtostop,sothattheeconomicdevelopmentintheresourcefulcityfaces tremendousthreadsandchallenges,becausethesustainabledevelopmentof resourcefulcitiesdependsonnaturalresourcesexploitation,totheworst,itwillface acrushingblow.
