PS RAB Setup Success Rate Degradation Analysis 200912 Issue Description From 29th, Nov, the PS RAB setup success rate has obvious degradation and gets worse down to 96.3% on the 18th, Nov. PS RAB setup failure analysis According to the data 19th Nov, we find the power congestion and transmission (IUPS) is the main reason of RAB setup failure. The Iub congestion is also affect the PS RAB setup success rate. PS RAB Setup Failure due to power analysis Below are the top 5 power congestion cells. the cell 16618 is most serious which have 32266 time PS power congestion and make up of 96.5% in the all the power congestion. From CHR of 16618, we can see the detailed power congestion reason is NBM_CRA_CELL_RR_DL_NON_HSDPA_PWR_FAIL which indicate R99 DL power congestion. As the real time user number trace show, we can see the DCH USER NUMBER is up to 62 and the HSDPA USER NUMBER is up to 17 which lead to overload and serious power congestion. For the power congestion of 16618, we have taken below action: But the power congestion of cell 16618 is still serious and the user is also too much. So we have to take more action. Active power LDR and the LDR action is BE traffic rate decrease. Tuning CS service inter-rat handover 2D and 2F threshold Increase E-tilt form 2 to 4. PS RAB Setup Failure due to TNL analysis This issue is for the whole RNC and we have discussed before. It is due to IUPS issue which we have sent report to implement IUPS expansion. At the same time we can tune IUPS activity factor as the temporary action. PS RAB Setup Failure due to Iub analysis As the top 5 IUB congestion cells show, we can see the 3 cells of site 1714 are the most serious which utilization has been up to 84.4%. The CHR also indicated the failure reason is NBM_CRA_CELL_RR_IUB_DL_FAIL. So we propose to tune the IUB activity factor firstly and monitor the KPIs.
