And among all t e systems, political system is of great importance, because it is closely related to suc most important issues of a state as ow t e regimen runs t e government and management of its bureaucrat system. Only a political system t at follow s t e c ange in times and meets t e needs of national development can guide t e division of various administrative pow ers and mobilize t e adminis- trative executive stuff w orking efficiency and ent usiasm. It is t e many differences in political system t at caused significant differences between Qi State and Qin State, in t eir pow er - division among central and local governments, operation of organizations, and selection of officials, w ic all ad sig- nificant influence on t e final destinies of t e tw o states.
