摘 要 随着关税壁垒作用日益减弱，技术性贸易壁垒作为更隐蔽、更强大的壁垒，客观上已经成为我国出口贸易的最大障碍，究其原因，主要在于我国出口产品的弱质性。因此我国应加强对技术性贸易壁垒的管理，提高我国出口产品的竞争力。 本文分四个部分。开篇在介绍技术性贸易壁垒的概念、内容、形式和特点。运用贸易保护主义理论，分析了技术性贸易壁垒形成原因和阻碍作用机制。然后总结分析了技术性贸易壁垒的发展的十大趋势；在着重介绍主要发达国家对我国实行技术性贸易壁垒利弊的基础上，分析出对我国对外贸易的积极因素和消极因素；进而分析这些壁垒措施对中国产品出口竞争力的影响。 最后分别从政府和企业两大角度提出了具体可行的应对措施，以期对我出口企业在国家经济政策和法律体系保护下，根据自身的特点和实力，选择各种不同的方式跨越国际上不合理的技术性贸易壁垒。 关键词：技术性贸易壁垒、对外贸易、影响、对策 ABSTRACT Die down increasingly along with the tariff barracks function, the technique trade barrier conduct and actions more concealment and stronger barracks, objective have already become the biggest obstacle of the our country export trade up, investigate its reason, mainly lie in the weak quality of the our country export product.Therefore the our country should strengthen the management to the technique trade barrier, exaltation the our country export product of competition ability.
