基于全面质量管理的农村水利设施建设质量管理 ——以新乡市为例 摘要：作为农业基础设施中最重要的设施之一——农业水利基础设施，是制约农业生产的最主要因素，也是提高农业生产力的根本保障。本文通过理论研究、案例研究分析，运用全面质量管理及系统工程的思想，对农村水利设施建设中存在的问题进行讨论。本文研究内容主要包括： 第一部分为新乡市农村水利设施现状，及本文的研究意义及方法。并主要介绍新乡市的各种农水设施基本情况。由于这些设施大部分修建于八十年代，失修老化现象严重，特别是各种田间小型水利工程，相当一部分以无法使用；较大型水利设施却由于施工管理不够规范，施工材料较差，也出现了较大的质量问题。 第二部分为文献综述部分。详细介绍了项目质量的相关内容、方法及全面质量管理的概念、特点及工作方法步骤，并说明农水设施建设全面质量管理的指导思想。即水利设施的建设必须有系统性，以预防为主，还必须有持续性，并在保证这些设施质量的前提下体现经济性。 第三部分详细阐述在把农村水利基础设施作为一项系统工程的前提下，全面质量管理在水利建设中的原理及运用方法。并分析水利设施勘察设计、施工、验收、维护这几个阶段的质量管理工作。在勘察设计阶段必须进行科学的统筹规划；施工验收阶段尽量运用质量管理的方法对施工进度，技术要求，材料的进出等严格把关；而在维护阶段只有让更多的相关方参与，才有可能实现既经济又有质量维护。 关键词：农村水利设施；全面质量管理；设计质量管理；施工质量管理；维护质量管理 Construction quality management of rural water conservancy facilities based on total quality control ——take Xinxiang for example Abstract: The agricultural infrastructure facilities ---one of the most important agriculture and irrigation infrastructure, is the main factor restricting agricultural production, also the fundamental guarantee to increase agricultural productivity. In this paper, through theoretical research, case study analysis, using of total quality management and systems engineering ideas, construction of water conservancy facilities in rural areas the problems are discussed. This article includes four parts:  The first part is the Rural Water Facilities in Xinxiang City, and the significance of this research and methods. And this part introduces a variety of the basic situation of agricultural water facilities in Xinxiang City. Since most of these facilities built in the eighties, the aging serious disrepair, especially in various fields of small water conservancy projects, a considerable part of the order can not be used; larger water facilities are not up to standard as construction management, poor construction materials, also appeared higher quality question.  The second part is literature review section. Details of the project related to the quality of the content, methods and total quality management concept
