A set of technical schemes have been developed, w hich are applicable to study the calculational and distributive m ethod of the total quantity control f or urban air pollutant em ission in China. The permitted total em ission equivalent quantity of urban air pollutant s and its distribution in urban area, which can be used as regional air pollution control index and can be allocated to each major pollution source as it s lim it of emission quantity, can be worked out by using linear programming model b ased on regional grid air pollutants transf er matrix w hich considers the diff erence of functional regions and the justice of the permitted emission s distribution.
