Community sport construction can and should play a more important role in the process of harmo- nious community construction as well as establishing socialism and a harmonious society. Under the new historical conditions, community sport construction should, in terms of method, embody the unification of singularity and di- versity, unification of universality and specificity, unification of spontaneity and systematism, unification of time effectiveness and future prospect, and unification of inheritance and creativity, and in terms of mechanism, realize the ordering of organization operation, capital operation and system operation, ensure optimized allocation and sus- tainable utilization of resources based on holistic awareness and foreseeing vision, and boost the lasting develop- ment of community sport construction base
