天津宁河开发区发展战略的研究.pdf

摘 要 天津市宁河县开发区自建区至今已有 21 年，在经济、社会发展等方面均取 得了不错的成绩。面对目前宁河县“一城三区四基地”宏伟蓝图大发展的历史性 机遇和时代赋予宁河开发区新的历史任务的关键时期，宁河开发区经济增速明显 放缓。产业层次较低、缺乏关联度，任务压力艰巨，创新能力不强，土地制约问 题，社会贡献率低等诸多问题也凸显出来,宁河开发区目前正面临着严峻的转型 挑战。 本文首先介绍了宁河开发区的目前现状，并从纵向的时间角度出发，回顾了 它的发展历程，简要分析了宁河开发区的动力机制。然后，结合系统分析，运用 SWOT 方法分析了宁河开发区的优势、劣势、机会、威胁，归纳出其目前需要解 决的四个战略性问题。再有，从国内三个先进开发区成功转型的案例入手分析， 借鉴其转型成功的经验，并总结出它们对宁河开发区未来发展战略的指导意义。 最后，从宁河县整个区域经济的角度入手，提出了优化产业结构、打造总部经济 和产业集群、以人才助推发展等建议和措施。 本文虽然从天津宁河开发区的角度来研究分析开发区发展战略问题，但涉及 的某些问题及解决对策已超出宁河开发区乃至宁河县所能管辖的范围，需要宁河 县、天津市的相关职能协调和大力支持，只有这样，天津宁河开发区的未来发展 战略问题才能切实落到实处。 关键词：宁河开发区 转型期 战略研究 SWOT分析法 ABSTRACT Tianjin NingHe development area to build has been 21 years. As we all know, have achieved good results in terms of economic and social development.Facing the historical opportunity of the extraordinary blueprint,and the era have entrusted to NingHe development area new historical task of key period, which was called ‘one city,three areas,four bases’,NingHe development area is currently facing severe challenges of transformation. This essay first briefly introduces the current condition in Ninghe development area and reviews its process of development in the time angle, and then analyzes its dynamic mechanism. Then, in combing of the system analysis, we find the superiority and disadvantages,threats,the opportunity and the competitive of Tianjin development area by the method of SWOT and conclude the four strategical problems that waited to be solved in Ninghe development area.In addition, by ana-lysing several successful cases of transformation in developed development area in China to learn from the reasons of their success and guiding meaning to Ninghe. At last, from the regional economy, I proposed the measures and proposal of optimizing the structure, creating t
