This instruction notifies all purchasing staff of contracts awarded mandatory status. 2. The Operational Policy Group has endorsed a policy of making contracts mandatory where improved value for money can be demonstrated and where adequate arrangements have been put in place for user assurance of the process and outcome, including final sign off by an Area Manager representing the operational line. ? Performance Standards ? 3. The performance standard for procurement and materials management (No. 46) based on PSO 7700, includes a requirement to use mandatory contracts for all purchases within the scope of such contracts. ? Impact ? 4. Where a contract has mandatory status, the discretion purchasing staff have to purchase from alternative sources (subject always to demonstrating improved value for money) is removed. An individual who purchases products from alternative sources where the contract is mandatory risks disciplinary action unless the arrangement has the prior written approval of Contracts Procurement Unit (Corby). ?
