En este artículo se revisa cómo eran los sistemas de salud, cobertura y planes de aseguramiento en el Perú antes de la promulgación de esta Ley. Se hace un recuento de las acciones que hicieron posible a través de consensos que se construya la Ley, se analizan las diferentes propuestas previas a esta y, finalmente, se evalúan los beneficios que traerá su implementación, tanto para los ciudadanos como para el sistema de salud.
