江门市“公交优先”政策问题研究 二○一三 年 五 月  诚信承诺书 本人郑重承诺：我所呈交的毕业论文《江门市“公交优先”政策问题研究》是在指导教师的指导下，独立开展研究取得的成果，文中引用他人的观点和材料，均在文后按顺序列出其参考文献，论文使用的数据真实可靠。 承诺人签名： 日期： 年 月 日 江门市“公交优先”政策问题研究 摘 要 随着我国经济的发展和人民生活水平的快速提高，城市的公共交通需求和交通问题日益突出，发展公共交通，实行公交优先是解决城市交通拥堵问题的有效方法,但在公共交通本身在营运和服务上的弱势使得公交优先需强而有力的政策保障，城市“公交优先”已经成为城市交通发展的必然选择。但我国公交优先的研究，较多集中在策略层面，具体的项目实施方法相对较为缺乏。 面对日益严重的城市交通拥堵问题，本文通过对公共交通管理基本概念和意义的分析基础上，分析江门市“公交优先”政策的发展状况和存在的问题，分析江门市公交优先的必要性和可行性，从而针对江门市“公交优先”政策发展提出建议。 关键词：江门市；公交优先；政策；建议 Research of Jiangmen city bus priority policy issues Abstract With the rapid development of China’s economic decelopment and people’s living standards,city public traffic demand and traffic problems have become increasingly prominent,the development of public transport,public transport priority is an effective method to the problem of traffic congestion.The city,but in public traffic itself in operation and service on the weak makes the bus priority needs strong policy support city,bus ‘bus priority’ has become the inevitable choice of city traffic development.But China’s bus priority research,mostly focused on the strategic level,the specific method of implementation of the project is reatively lack. Facing the increasingly serious urban traffic congestion,public traffic management based on the basic concept and meaning,on the basis of analysis of Jiangmen bus priority policy of the development status and the causes of existing problems,analysis the necessity and feasibility of Jiangmen bus priority,which aimed at Jiangmen the current bus priority development are proposed.
