应对地震灾害的城市老城区公共绿地改造 摘要 本文以老城区公共绿地为研究对象，致力于研究改造现状的规划策略和方 法体系，以提高老城区以至整个城市的应对地震能力。通过对国内外优秀防震 救灾工作经验的对比、总结，以及对安全城市和灾害管理体系的理论研究，本 着从市民角度出发，寻求生活化、全民化的灾害管理核心思路，提出改造身边 公共绿地的想法。公共绿地的可达性、可识别性等特点，以及防灾减灾、救灾 抢险等功能，为应对地震的规划改造提供了可能性，同时解决了快速城市化给 老城区带来的建筑、交通、人口等诸多方面的压力。在对公共绿地系统的现状 调研过程中，发现不足与改造难点，进而明确了重点目标、核心思想和改造原 则，提出从点线面三个层次形成网络化布局的模式，并与老城区改造密切联系， 相互贯通，最后通过实证检验策略与方法的可操作性，希望营造安全放心的居 住氛围。 关键字：老城区 改造 应对地震 公共绿地 避难场所 Response of public green transformation in the old part of the city to the earthquake disaster Abstract In this paper, the public green space of the old city is the research object, writer dedicates to the planning strategies and methodologies of the transformation of the status, in order to improve the response to the earthquake capacity of the old town as well as the entire city. By comparison abd summary of domestic and international experience in excellent earthquake relief work, and theoretical studies on the safety of the city and the disaster management system, starting from the view of p eople, seeking the ordinary core idea of disaster management, propos ing idea of transformation of public green space. The characteristics of reachability and identifiable in public green , as well as prevention and rescue functions, proposing the possibility of response to planning the transformation of the earthquake, while addressing the pressure of architecture,traffic,population and many aspects which brought by rapid urbanization in the old town. Found inadequate and tr ansformation difficulties in the research of the status of public green process, and then clear the key objectives, the core idea and transformation principles , propos ing the layout of the network formed from the three levels of point, and close contact with the transformation of old city,and hope to create a safe and
