Keywords: new countryside construction village renovation Beiling village of Fuping Country renovation projects 1绪论 1.1背景 1.1.1党和国家的政策 十六届五中全会提出要按照“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的要求，扎实推进社会主义新农村建设[2] 这可以表明，新农村建设已经成为中国经济和社会发展的重要组成部分。 2006年中共中央再次提出了“扎实推进社会主义新农村建设，促进城乡协调发展。”[3]这足以表明，党和国家对我国新农村建设的重视。 1.1.2新农村建设下村庄发展的现实要求 随着经济全球化的到来，其对中国的影响不只是停留在城市地区，而且逐渐深入农村地区。这使得原本就不完善的农村地区配套基础设施、服务设施更加相形见拙，也给村庄的发展带来多种隐患。 集约用地的要求 土地问题在目前村庄发展的过程中是首要问题。由于目前国家法律规定，农村地区宅基地使用权的取得是无偿的且没有期限限制，故该权利具有福利性。并且由于农村地区务工人员举家迁出，出现一些闲置宅基地以村容村貌整治，村内闲置宅基地和清理私搭乱建等为主要内容进行整村整治；使整治后的村庄整洁村容村貌，厕所卫生符合要求，明暗有序排水沟渠，垃圾收集和无害化，住宅安全经济美观[5] 治水工程 利用蓄水、引水和截水等工程控制地表洪水径流，削弱水动力条件，使水土分离，稳定山坡。辅之少量拦挡，排导工程稳定部分土体，适用于水力类泥石流沟的治理。如小流域治理 治土工程 利用拦挡、支护工程起到拦蓄泥石流等固体物质，稳定沟岸崩塌及滑坡的效果，辅以拦导、截水工程等。
