吉安市决战园区城区实现跨越发展战略的研析.docVIP

摘 摘  要 要  区域经济发展战略是一个国家或地区经济发展的总体思路和主要政策，对 于把握未来经济走向，推动经济快速发展具有重要作用。吉安市自成立以来， 为寻求切合实际的跨越发展之路，根据全国、全省经济社会发展形势和工作部 署，从吉安实际出发，先后提出并实施了三个具有鲜明特征的区域发展战略， 其中“决战园区城区，实现跨越发展”战略，是吉安市当前乃至今后很长一段 时期的核心发展战略。本文以不平衡发展理论、梯度转移理论、增长极理论、 点轴开发理论为基础，对吉安市三个发展战略进行了纵向比较，全面分析了“决 战园区城区，实现跨越发展”战略的提出过程、区域优势、制约因素和初步成 效，重点研究了实施该战略的 6 条基本路径，即坚持非均衡发展、突出差异化、 注重统筹推进、主攻项目带动、突破制约瓶颈、强化保障措施。对吉安市的区 域经济发展战略尤其是“决战园区城区，实现跨越发展”战略进行系统研究尚 属首次，也是本文的创新之处。 关键词：区域经济；发展战略；吉安市；路径选择 I ABSTRACT ABSTRACT Strategy for the regional economic development, which plays an important role in controlling the economic tendency and pushing forward the economic to develop faster, is the general thought and main policy of economic development of a country or area. Since Ji’an City was established, following the social development situation and work arrangements of the whole nation and province and searching for a practical leap-forward development way, it raised and carried out three typical regional development strategies successively, in which the strategy of “industrial park and downtown-orientation and achieving great-leap-forward development” is the core of Ji’an’s development strategy at present and in the long-term future. Based on the theories of unbalanced development, gradient transfer, growth pole and the focal axis exploitation, this thesis analyzed the raising process, the regional advantages, restricted reasons and preliminary effects of the strategy of “industrial park and downtown-orientation and achieving great-leap-forward development” comprehensively by comparing the three strategies of Ji’an City longitudinally. Furthermore, the fundamental method of carrying out this strategy was researched specially from the following six aspects: insisting on unbalanced development, stressing the differentiation, laying emphasis on planning and advancing in entirety, mainly leading by projects, breaking through restricted bottleneck and strengthening the protecting measures.
