基于利益相关者秦皇岛低碳旅游发展研究 摘要 随着人类生态文明建设进程的推进，低碳经济、低碳技术、碳汇机制低碳消费方式正日益影响和诱导着人类的生产和消费方式。旅游作为人类文明进步的产物，：低碳经济的诞生，催生了低碳旅游的兴起。秦皇岛作为国家重点旅游发展城市，发展低碳旅游成为发展秦皇岛经济建设发展的重中之重，低碳旅游是其发展的必然选择。本文分析了秦皇岛发展低碳旅游的可行性，结合当前秦皇岛旅游业发展的现状与问题, 从旅游各相关利益者角度出发,提出了秦皇岛发展低碳旅游的政策。 探讨低碳旅游的发展思路, 以期实现旅游产业的低碳化发展。 通过分析秦皇岛实施低碳旅游的可行性，指出秦皇岛发展低碳旅游存在的问题和不足，提出了应营造低碳旅游设施、制定低碳旅游标准以及倡导旅游者使用低碳旅游消费方式来解决秦皇岛发展低碳旅游中遇到的问题。 关键字：低碳旅游 秦皇岛 利益相关者 有强大的推动下，在以极大的支持地区其他行业。这些行业的碳消耗与温室气体排放。有些甚至高耗能产业，如民用航空，公路和其他交通运输等行业。因此，低碳旅游业的发展涉及到E旅游，配套产业，衍生产业的许多方面，其自己的材料，能源消耗和排放的旅游业。在过去的几年中，秦皇岛市已制定了一系列低碳政策 Abstract With the advance of human ecological civilization construction process, low-carbon economy, low-carbon technologies, carbon sequestration mechanism of low-carbon consumption is increasingly affecting and induction of human production and consumption patterns. This paper analyzes the feasibility of developing low-carbon tourism in Qinhuangdao, Qinhuangdao tourism development situation and problems, from all relevant stakeholders in the tourism point of view, Qinhuangdao development of low-carbon tourism policy. Explore the idea of low-carbon tourism development, in order to achieve low-carbon development of the tourism industry.
