CommonwealthofAustralia2001ISBN0642-51896-3Thisworkiscopyright.ApartfromanyuseaspermittedundertheCopyrightAct1968(Cwlth),nopartmaybereproducedbyanyprocesswithoutwrittenpermissionfromAusInfo.RequestsandinquiriesconcerningreproductionandrightsshouldbedirectedtotheManager,LegislativeServices,AusInfo,GPOBox84,CanberraACT2601.PrefaceThisassessmentwascarriedoutundertheNationalIndustrialChemicalsNotificationandAssessmentScheme(NICNAS).ThisSchemewasestablishedbytheIndustrialChemicals(NotificationandAssessment)Act1989(theAct),whichcameintooperationon17July1990.TheprincipalaimofNICNASistoaidintheprotectionofpeopleatwork,thepublicandtheenvironmentfromtheharmfuleffectsofindustrialchemicals.NICNASassessmentsarecarriedoutinconjunctionwithEnvironmentAustralia(EA)andtheTherapeuticGoodsAdministration(TGA),whichcarryouttheenvironmentalandpublichealthassessments,respectively.NICNAShastwomajorprograms:theassessmentofthehealthandenvironmentaleffectsofnewindustrialchemicalspriortoimportationormanufacture;andtheotherfocussingontheassessmentofchemicalsalreadyinuseinAustraliainresponsetospecificconcernsabouttheirhealth/orenvironmentaleffects.ThereisanestablishedmechanismwithinNICNASforprioritisingandassessingthemanythousandsofexistingchemicalsinuseinAustralia.ChemicalsselectedforassessmentarereferredtoasPriorityExistingChemicals.ThisPriorityExistingChemicalreporthasbeenpreparedbytheDirector(ChemicalsNotificationandAssessment)inaccordancewiththeAct.UndertheActmanufacturersandimportersofPriorityExistingChemicalsarerequiredtoapplyforassessment.Applicantsforassessmentaregivenadraftcopyofthereportand28daystoadvisetheDirectorofanyerrors.Followingthecorrectionofanyerrors,theDirectorprovidesapplicantsandotherinterestedpartieswithacopyofthedraftassessmentreportforconsideration.Thisisaperiodofpubliccommentlastingfor28daysduringwhichrequestsforvariationofthereportmaybemade.WherevariationsarerequestedtheDirector’sdecisionconcerningeachrequestismadeavailabletoeachrespondentandtootherinterestedparties(
