中部六省政府在承接产业转移中的作用分析 ——以安徽省为例作者：万梦园 指导老师：李伟摘要：产业转移作为生产力空间转移的一种方式，既是发达地区加快自身经济发展的需要，也是欠发达区实现跨越式发展的强大外力。对于欠发达地区来说,正确把握产业转移的内涵，特征!机理和效应，努力营造业转移环境，积极承接发达地区的产业转移，无疑是缩小与发达地区差距,实现经济跨越式发展的基本方略之。然而，如何科学有效地承接,如何将产业转移与欠发达地区产业结构的调整优化结合起来,则是欠发达地区临的迫切需要解决的重大问题。本文以地处中部的安徽省为例，运用定量分析和定性分析的方的理论分析为切入点，首先论述了产业梯度转移和政府干预的相关理论，其次通过因子分析法对我国区梯度分布状况进行综合评价，从而得出安徽省在我国经济梯度中的地位，再次分析了安徽承接发达地区产业的现状!影响及优劣势，最后提出江西省承接产业梯度转移的政策建议。通过对安徽省生产要素察赋差异的分和优劣势分析，得出安徽省具有比较优势的产业和承接的重点。针对承接产业转移中存在的问题。在论文最后提出如下建议：加快生产要素流动，促进产业梯度转移，构筑产业集群，提高产业配套能力，加大对中小企业的扶持力度;大力发展建设基础设施;塑造地区品牌形象。关键词: 产业转移产业承接安徽省Abstract:As the way of productivity territorial transfer , industrial transfer not only is the demand of developed area expediting his economic development ,but also is the huge outside force to developing area’s development .for developing area, they should correctly grasp the meaning ,character , mechanism and domino effort of Industrial transfer, make great efforts to build the environment of Industrial transfer, actively carry on the industrial transfer of developed area, which is the basic policy to reduce the gap between the developed area and the developing area and realize the fast development, But how to effectively carry on, how to combine Industrial transfer with the industrial structure’s optimization of developing area. This paper take Anhui Province as an example, use the research methods of quantitative analysis and qualitative analysis, with the theoretical analysis of industrial grads transference as the research point. The paper first hackle the relevant theory about industry grads transfer and government intervention theory, then evaluate China’s regional gradient distribution circumstance by using the factor analysis in order to get the result of Anhui Province’s position in the Chinese economic grads.
