一■ ■ 一 The county and the county-level city system．The county economy which based Abstact are basic units in Chinese administrative division on the territory of the county-level administrative division is a relatively independent basic economic unit,takeing the county as the center，the countryside as the hinterland，and county government as regulative main body．Since China has implemented reform and open policy,county economy has grown to be an important part of the regional economy and the basic of supporting sustainable economic development,and has the huge promoting effect on our country economy．In different regions，county economy has formed a variety of development models and operating mechanism．The‘Eleventh Five．year，，plan proposes the objectives of the industrial structure’S optimization and promotion and the coordination of the developing trend of city and countryside，which provides a beneficial opportunity for the county’S economy．However’there are still many deep．1evel problems in majority of county’S industrial structure．For example，the agricultural foundation is weak；the industrial production degree is low；the industry proportion is low and small．and development of tertiary industry lags behind．In order to solve these problems that met in the county，S economic development，adjustment of the county’S industrial structure should be the starting point．This paper studied the evolution mechanisms of county’S industrial structure and analyzed the county economic development and the evolution of industrial structure in some aspects，discussed optimization way of the county’S industrial structure，and proposes the measure about promoting county economic development． Taking the county as the object,the author studied the country economic development and the evolution of industrial structure with the qualitative analysis and quantitative analysis method， and proposed the method f-or tIle industrial structure optimization．Taking Sishui County in Shandong Province as a m
