摘要道家先秦创立的一个普通的学术流派在战国百家争鸣中得到了极大发展，理论体系逐步健全，庄子把它发展到了一个相当高的阶段。，后人老庄老子和庄子，把他们阐释的以道为宗旨的学术派别称道家。道家的《老子》一书，其优秀的管理思想和科学性、民主性精华，在建设文明、和谐的社会主义现代化强国的进程中，对构建适合时代发展的、富有中国特色的管理方式具有重要的实践价值。Abstract Taoism is an ordinary academic school founded by Laodan in the pre-qin period and it had a tremendous development in a hundred of schools of thought contend so that the theoretical system was gradually built, especially Tuz developed it into a very high stage. Therefore, Laozi and Tuz were called as “Chuang- tuz” and the interpretation of the theory for the purpose of the academic school was generally called as “Taoist”. Laozi is the theoretical foundation of “Taoist”. Its production enriches our country’s traditional culture and stock house of thoughts. Among them, the administrative thought reflected in Laozi is one of the most important legacies left and it plays an important role in ancient Chinese traditional administration. To large degree, Laozi not only analyzes behavior conduction dialectical and scientifically but also discusses and makes great researches on management and leadership. In order to look for a way of administrative which is suitable for the national conditions, China has carried on a series of administrative system after the reform and opening-up. As to china, the administrative system reform needs a new administrative thought theory as guidance. On one hand, we need to learn and absorb experiences of foreign administrative management. On the other hand, we can study from our traditional administrative ideas.The thesis analyzes the administrative concept and find out the valuable aspects to enrich our administration ideas. The thesis focuses on the idea of “non-interference”, discussing its expression and significance in modern government management. It also put forwards some problems which are needed to be paid attention in “non-interference” management in order to make more modern people understand the values of “non-interference” in “Taoist”.
