构建“四化一体”新型农业经营体系研究 　　摘要：从对“四化一体”新型农业经营体系的学理解读入手，分析了集约化、专业化、组织化和社会化之间的相互关系。以问卷调研方法分析了河南省许昌市“四化一体”新型农业经营体系构建过程中存在的问题。结果表明，许昌市农业经营主体稳定性和持续性不足；专业化程度有待提高；农业组织缺乏力量，农民组织化程度偏低；社会化服务不能满足当前农业发展的需求。在此基础上提出了许昌市“四化一体”新型农业经营体系构建的路径选择，以期为许昌市推进“三农”发展提供参考。 　　关键词：“四化一体”；新型农业经营体系；问卷调研；许昌市 　　中图分类号：F320 文献标识码：A 文章编号：0439-8114（2015）03-0748-06 　　DOI：10.14088/ki.issn0439-8114.2015.03.062 　　Analysis of the Construction of “Four in One” Model of Agricultural Management System：Taking Xuchang City of Henan Province as an Example 　　GU Gui-qin 　　（School of Law and Politics，Xuchang University， Xuchang 461000，Henan，China） 　　Abstract： From the understanding of four in one model in the agricultural management system， the relationship between intensification， specialization， systematization and socialization was analyzed. The problems in the construction of four in one model in the agricultural management system in Xuchang city were studied through questionnaire. The results showed that the main body of operation lacked stability and continuity， the professional level had to be improved， the agricultural organization had little strength， the level of farmer organization was relatively low， and the socialization service could not meet the demand of current agricultural development. Based on those， the development options of four in one model in the new agricultural management system in Xuchang were put forward to provide reference for agricultural development. 　　Key words： four in one； new agricultural management system； questionnaire； Xuchang city 　　党在农村的基本经营制度是农村政策的重要基石，目前许昌市农业正处于由传统农业逐渐向现代农业转型的重要时期，如何进一步破除农业经营生产中的诸多瓶颈制约，高效率地解决明天“农地谁来耕”、“农业靠谁兴”的问题，保障许昌市农业与农村的良性发展，已经成为亟待研究和解决的重大课题。党的十八大报告明确指出，要培育新型经营主体，发展多种形式规模经营，构建集约化、专业化、组织化、社会化相结合的新型农业经营体系。这不仅为现代农业的发展指明了方向，也对未来农业体制机制的创新提出了新的要求。 　　研究构建“四化一体”新型农业经营体系具有重要的实践意义和理论意义。构建新型农业经营体系，是破解“三农”问题的突破口，是应对当前我国农业生产与经营方式诸多挑战的有效举措；有助于促进农村经济与社会的发展，维护农村社会乃至全国社会的稳定及国民经济的健康发展；有利于保障农业生产经营的顺利推进，促进农民实现增收致富。本研究试图将“四化一体”新型农业经营体系应用于政府决策、农业和农村社会经济发展战略以及对当前“三农”问题
