开封市2014、2015年度 工程质量通病治理实施细则（试行） 依据《河南省住房和城乡建设厅关于开展全省保障性安居工程质量通病专项治理活动的通知》豫建建【2012】73号文和《开封市建筑工程质量通病防治措施》的文件精神，开封市建筑工程质量监督站结合近几年来的工程质量投诉率统计，将业主反映较多的几项热点问题作为2014、2015年度治理的重点，开展工程质量通病专项治理工作。 一、工程质量通病治理的重点 1、墙体裂缝和墙面粉刷层空鼓； 2、屋面、卫生间渗漏，外墙面、车库渗水； 3、房间方正，净高尺寸偏差不符合规范要求。 二、成立工程质量通病治理领导小组（以下简称领导小组） 要求各参建单位领导高度重视，成立由建设单位主要质量负责人任组长，其他参建单位项目负责人任副组长的工程质量通病治理领导小组（可邀请社会义务监督员及行业专家参加），明确岗位职责，建立专项治理的奖惩措施。在项目施工现场明显位置设置公示牌应检查基层表面的平整度，凸出部分要，凹入太多的部分要用水泥砂浆补平，根据基层表面平整垂直情况，用一面墙做基准，吊垂直、套方、找规矩，确定抹灰厚度，抹灰厚度不应小于7mm。当墙面凹度较大时应分层衬平。房间时应先在地上弹出十字中心线，然后按基层面平整度弹出墙角线，墙面抹灰层厚度控制线，以此做灰饼，然后根据灰饼筋。 position-related consumption of civil servants has been swept by finance, consumer, regardless of cost, extravagance and waste in the civil service position-related consumption, abuse, corruption and embezzlement, corruption is important.
