论　政　府　创　新 谢庆奎 [摘　要]政府创新有外延和内涵之分。政府创新的内涵包括理论创新、体制创新、人员创新、操作创新。政府创新的目标是建立政治、经济、社会、文化协调与可持续发展的服务型政府。政府创新的动力来自于国内外形势的压力、政治精英的努力以及社会发展的需求。政府创新的途径主要是政治改革、行政改革、执政党执政方式的转变。政府创新的实践启发和推动了政府创新的展开。政府创新是一个系统工程，必须全力推进，全方位展开，方可见成效。 [关键词]政府创新；政治改革；行政改革；执政党执政方式转变 On Governmental Innovation Abstract: The connotation of governmental innovation includes theoretical innovation, systematic innovation, personnel innovation and operative innovation.
