城市垃圾的问题 70多亿吨,侵占土地约6亿平方米。2000年,全国668座城市年清运生活垃圾约2.5亿吨,且每年以8%—10%的增长率逐年增加,其中约200多座城市处于垃圾污染重围之中。城市垃圾快速增长已成为当前我国面临的四大环境污染之一。 2003年德州市城区人口为53万，加上流动人口，日产垃圾总量已达1000吨（垃圾550吨，粪便450吨），垃圾的大量产生已严重影响了德州市经济发展和居民身心健康，成为迫切需要解决的重点难题之一。近几年，我市垃圾的收集、运输和处理，投入了大量的人力、物力和财力，取得了一定成绩，但总体上讲，仍不能适应城市建设、城市管理和城市环境的需要。解决垃圾问题需要寻求新的途径。 ,就是动员全体民众参与三R行动即减少浪费(Reduce )、物尽其用( Reuse )、回收利用( Recycle )。当全社会的消费者都这样做时,生活垃圾的总量就会大大减少。垃圾综合治理应从源头做起，使千家万户和每个市民都认识到自己是污染的受害者,又是污染的制造者,也应是污染的治理者，从而最大限度的减少垃圾量，对产生的垃圾则采用分类、分选、焚烧制能等科学处理方法，使其资源化、无害化。 第三，拓宽资金渠道。目前，我市环卫行业的资金来源，主要靠政府的财政拨款，部分为行政事业性收费。拓宽资金渠道，引入企业竞争机制的基础是实行有效的垃圾收费制度。财政拨款已不能适应市场经济发展的需要，而有偿服务和“污染者负担”，则是市场经济行为的必然结果。同时还要培育环保市场，发展环保产业，通过利益导向，用市场的办法引导企业和个人参与环保，实现投资多元化。这样即可畅通投资渠道，解决资金困难，达到社会公众办环保的目的。 strengthen the ideological and political education of youth(a) armed with youth science theory.
